After an agreement in 2018 between the Ministry of Economic Affairs, Pakistan, and the Ministry of Commerce, China, the work on PCTVI was started in January 2020. PCTVI was completed and gifted by the Chinese Government/people to the people of Gwadar/Gwadar Port Authority (GPA) in September 2021, with a total worth of USD 10 million.

PCTVI is established to provide a continuous supply of technical and skilled manpower for the Gwadar Port Authority and current/upcoming industries in Free Zones, SEZs, New Gwadar International Airport, the construction sector, services sector, tourism and hospitality, and other CPEC umbrella projects.

The Pak-China Technical and Vocational Institute is dedicated to providing specialized technical and vocational training. The institute offers a range of diploma programs designed to equip students with the skills and knowledge necessary for success in various industries. These programs aim to address the growing demand for skilled professionals in the region and contribute to the economic development of Gwadar.

The institute offers a variety of programs, including 3-year diploma programs in E-Commerce, Maritime & Port Management, Mechatronics, Software Technology, and Tourism Management. In addition to the 3-year diplomas, it also offers 1-year advanced diploma programs in Chinese Language and Culture, English Language, Artificial Intelligence and Data Science, and Construction Engineering. To meet specific skill needs, 6-month diploma programs are also available, such as Crane Operation and Car Driving.

PCTVI focuses on practical, hands-on training to ensure that graduates are well-prepared to enter the workforce. The curriculum is designed to meet industry standards, incorporating collaborations with businesses and organizations to provide real-world experience.

As a premier technical and vocational institute in this region, PCTVI plays a vital role in empowering the local population through quality technical education and practical training. In early 2023, a tetra-partite agreement among the Gwadar Port Authority (GPA), China Overseas Ports Holding Company (COPHC), and the Shandong Institute of Commerce and Technology (SICT), China, was signed to operationalize the institute. Under this agreement, the GPA, with the support of the other two partners, is responsible for the operation and management of the institute. SICT accepts students from PCTVI to study in China for one and a half years to complete their three-year diploma programs. The SICT faculty conducts virtual teaching for half of each semester and also provides training to the faculty and staff of PCTVI in China. The first batch of local faculty members was trained last year at SICT and Qingdao, while the first batch of students is scheduled to join SICT in the first week of October 2025
